Philip Swagel, CBO Director: Recent Speaking Engagements

Over the past week, Philip Swagel  participated in several events where he highlighted Congressional Budget Office’s* role, discussed recent analyses, and engaged with audiences on topics ranging from tax policy to long-term fiscal challenges.

On September 11, he joined a breakfast discussion on tax policy hosted by a group of private-sector professionals, known as the “Behind the Tree” tax group.

On September 15, he participated in another breakfast discussion, this one at Barclays in New York City. He spoke about CBO’s mission, the agency’s recent estimates related to changes in tariff policy, our latest demographic projections, and more. Later that day, he participated in a seminar jointly organized by the Center for Global Economy and Business and the Volatility and Risk Institute at New York University’s Stern School of Business, where he discussed the fiscal challenges facing the United States and their implications for financial markets.

On September 18, he joined a virtual conversation with investors hosted by Handelsbanken, a Swedish bank, to discuss, among other things, CBO’s recent three-year economic forecast. That afternoon, he delivered lunch remarks at the 40th Annual National Bureau of Economic Research (NBER) Tax Policy and the Economy Conference. To accompany those remarks, CBO published slides analyzing the accuracy of the agency’s April 2018 projections—the first projections to fully reflect the anticipated effects of the 2017 tax act—and explaining why those projections differed from actual outcomes from 2018 to 2024.

*Established in 1974, The Congressional Budget Office (CBO) is a federal agency within the legislative branch of the United States government.  It is charged with providing  members of Congress  objective  analysis of budgeting and economic issues to support the congressional budget process. Each year, CBO economists and budget analysts produce dozens of reports and hundreds of cost estimates for proposed legislation.
